Ed Marks’s proposal for reorganizing our international affairs looks good on paper, but how would one person, a Secretary of State or a Secretary of International Affairs, handle all that? There are only 24 hours in a day. And as Dean Rusk told us, at any time one third of the people in the world are working, another third are sleeping, and the final third are up to some kind of trouble.
